In September, Vladimir Putin instructed to sign an agreement to establish an air base in Belarus. There were held unauthorized protests in Minsk. Later, Aliaksandr Lukashenka said that he sees no need for a Russian air base in the country. The issue of the airbase was to be discussed during the meeting between Lukashenka and Putin in Moscow, but it was postponed.

The project to deploy a Russian air base in Belarus implies that the airport in Babruisk will accomodate twelve combat aircraft and four military transport Mi-8 helicopters. These figures were recently made public by director of operations of the Russian aerospace forces Alexander Lyapkin.
